Hi there,
I have a problem on my hands, I was trying to install the new vbulletin on my ftp, while running my other board so I can redesign and revamp my site... I guess that messes everything up or I did something wrong. I noticed I was having some issues on the 3rd step so I stopped and now I am getting a database error...
So I deleated where I had installed the new forum and I still am having the error...
Any advice?

Did you set the config.php file to use a seperate database?
What error message do you recieve?

Yes I set up another securesever database to use and changed that in the config file...
Here is the msg:
There seems to have been a problem with the database.
Please try again by clicking the Refresh button in your web browser.
An E-Mail has been dispatched to our Technical Staff, whom you can also contact if the problem persists.
We apologise for any inconvenience.

Rightclick on that error message and click View Source to see the actual error message.

Right click on the white content and click on View source.
Then at the bottom of the html code you will see the reason of the mysql error. Here, your user has an "Access Denied". So check your config.php.

The most likely cause of this error is that the info in your config.php file is wrong or your db user does not have full permissions to this database. Please read this for all the known causes of this error:

I have read through that several times and still do not understand how to fix my problem... I am completely new to this stuff, any other words of advice? my site has been down for almost a week....

I suggest you contact your host to verify the db and server info.

Well after 2 hours on the phone with godaddy yesterday, I have gotten no new information.
How could the old forums config file get messed up by adding a all new folder and database?

In the config file, should there be anything in the Table Prefix section?

Only if you are using a table prefix for your vB database.
