No difference except the extention that your server supports as far as I know. I have my server set to parse .html files for php content because every file on my site got php includes added to them and I didn't want to go around and change every link from .html to .php (or php3 or whatever).
I think it's safer to use .php if you want to use a non .html extention since as future versions come out of php you don't want to still have .php3 when PHP v7 is out.

its the same as .html, .htm, etc. There isn't really a difference, just a personal preference.

April 18 seems right. If you look at the member list John and James registered at these boards on the 11, then the next signups were on the 18.
