How to have Latin and Cyrillic?

I've noticed that usernames in Cyrillic characters on this forum are shown just fine. How do you get that?

On my forum, all usernames written in cyrillic characters are show as ÅÑËÈ ÅÑÒÜ ÐÓÑÑÊÎßÇÛ×ÍÛÅ.

Also, some posts by Russians show the cyrillic charcters fine, but others follow in the same line as the usernames.

Also, if I use utf-8 instead of iso-8859-1, instead of ÅÑËÈ ÅÑÒÜ ÐÓÑÑÊÎßÇÛ×ÍÛÅ it shows all question marks.

Not only. Latin special characters also show as question marks with utf-8.
