Using impex to import user list

I read somewhere that it's possible to use impex to import a csv list of usernames - I'm wanting to pre-populate an association's forum with its membership. Any hints on this?

Simply create a CSV file with username and email address (minimum) and import it as TextFile in ImpEx.
