upgrading to 3.6.3

I've read that in order to upgrade to 3.63 it is required to have MySQL version 4.0.16 or greater.

Is this true, and, if so, please advise as to how critical it is, i.e. will the upgraded bulletin board not function properly without the newer version?

Yes, you will need 4.0.16 or higher. vB 3.6.x will not work with anything lower.
