impex times out continuously

I am trying to use impex to migrate over to 3.6.3 from 3.5.4 I have done a clean install in /forums as apposed to my 3.5.4 install in root.

All config files are correct I recieve time outs during user migration and on posts as those are the largest.

I have attempted the direct impex as well from root with the same result.

Now all I am getting is an error page (page cannot be displayed) when I try import in ACP or in the impex root as well.

any help is appreciated

Update for anyone having this issue.

Add the impex folder to your admincp folder instead of you forums folder or root.
