Can't Upgrade 3.6.2 to 3.6.3

I can't upgrade. I follow all the instruction and when I try with SmartFTP I get:

Access is denied

Then I try with Front Page and I get:

Server Error: couldn't send 'forum/License'

Any ideas?

This means you do not have permission to either login to your hosting account via ftp or have permission to store files. This is not a vBulletin issue and you should contact your hosting provider and ask them to look into this.
