Question on upgrades

I'm a pretty new user to VB, and have upgraded 3 times so far (just finished upgrading to the the latest 3.6.3 ). What exactly is the DONOT UPLOAD file for? Is there anything I am supposed to be using it for? Thanks.

It contains some files that are used during maintaince, rebuilding the search, and a tool to restore admin access, repair tables, and do some other things that normally you wouldnt be doing or want anyone to have the ability to do.

You would normally use the items in the folder when instructed by staff to fix an error which may occur.
