Does the source database have to be on the same server as the target database or can I connect to a different server when importing?

You can connect to a remote server, as long as that server accepts remote connections. Most don't for security reasons.

If you have permission to run the GRANT command you can give access to the user/pass on the IP address of the server that ImpEx is running on.
