Often links look like plain text (they are not underlined and they are not in a place, like the navbar, that makes the user think they could be links) but they are active links. In fact they look the same as plain text that is sometimes present in the same locations with the same styles.
I suggest revising the standard CSS styles.
(I know they can be changed, but the standard ones should be as user friendly as possible)

Most web designers are moving away from underlined links.

I'm not sure why. It seems a step backward for usability.

It is trivially easy to modify the CSS in vBulletin to do what you want, and it's not lost or affected by upgrading your forum.
