It will usually say if in the clientscript.. just put the forum you want and add clientscript/vbulletin_menu.js at the end and it should say if it was nulled! Or you could report it to http://www.vbulletin.com/piracy

That file is part of a .zip file that distributes vBulletin illegally. This could mean the user could still own a license. You simply can't tell. You could assume he as a licensed customer shouldn't require a keygen file to run vBulletin; suspect he runs unlicensed and just report the URL and our legal department will take care of it. We can't disclose our ways to fight piracy, nor do we disclose the outcome of reports.

sm-keygen.php is a keygen from "SCRiPTMAFiA" which allows you to generate a valid Customer Number ...

so illegal ...

Not valid customer numbers, simply strings that look like customer numbers.
