I'm pretty sure it's not possible, but I thought I'd check anyway.

Can you change this light grey colour in vB?:

I'm want to do it on my forum but have no idea how.

Some of the toolbar icons will look screwy, though, but only because they're antialiased or shadowed with that color in mind (look at the Code button, for example).

You can probably find replacements for all the editor icons within the FamFamFam Silk (http://www.famfamfam.com/lab/icons/silk/) package. Of course they are all PNG graphics but you can use the IE 5.5/6 PNG hotfix at vBulletin.org and other browsers will show them correctly. You would also have to edit the editor_toolbar_on template in vBulletin to reflect the new filenames. But they should show up properly on all browsers after loading. The only drawback is that the icons are a little smaller than the default vBulletin editor icons.
