The currently available payment options are:

1. Credit card
--- via Metacharge (Visa, Mastercard, Delta, Visa Electron, American Express-USD only)
--- via WorldPay (Visa, Mastercard, Delta, Switch, JCB and Solo)
--- via PayPal (Visa, Mastercard, American Express, Maestro, Delta, Electron, Switch, Eurocard and Solo)

2. PayPal
--- Out of PayPal funds
--- Transfer out of Bank account attached to PayPal

3. Check (includes Money Orders)

4. Wire Transfer from existing bank account

How long a payment takes depends on your payment method. MetaCharge payments and payments made using funds in your PayPal account should be instant, the others might take a bit longer.

Would buying vBulletin via Metacharge with a debit card be like buying something off say Amazon? Also, is any registration involved like with PayPal?

Uh.. I'm not sure how to anwser that. Metacharge is just a CC processor, and that is all, just like Worldpay is as well.

As far as I know the main difference is simply that Amazon would process your credit card details themselves, while in our case we never see your credit card details, those go directly to the payment processor, which would be MetaCharge, WorldPay or PayPal.
As far as I know you can also pay by PayPal without registering, if you live in the US.
