"Force Empty SQL Mode" query?

Hi.

I have a query regarding altering the config.php file prior to instalation?

Sorry if this is a dumb question, but my server runs PHP Version 4.1.19, SO I would have assumed I change the 'FORCE EMPTY SQL MODE' to 'True', BUT then I don't understand what 'You only need to modify this value if vBulletin recommends it' means?

What exactly does 'if vBulletin recommends it' mean? :confused:
