I have impex loaded and showing up in the control panel goto the import screen for importing eve. Ask it to do the first thing to verify the database and it comes back with a flash of info of an error and then back to the main screen. I am bit confused of how I tell it I put my old database to import in the main forums directory. Where does it look for the source? how do i know what the source is called? do I put in the entire path on the impexconfig.php? I am confused.

You need to restore the EVE database so ImpEx can read from it, then you put the database details in ImpExConfig.php as the source.

That .sql file is a database back up, you'll need to restore that to a database so ImpEx can read from it.

No, as Jerry said you need to restore that backup to a fresh database.
The only reliable method of restoring a database is with shell access via telnet or ssh. Please see the instructions here:
http://www.vbulletin.com/docs/html/maintenance_ssh_restore
Note: Some people have reported success with these scripts:
MySQLDumper:

MySQLHotxcopy:

I did a complete back up of my entire batbabase and it compressed it into a tar.gz file. I unpacked it and you can clearly see all the data in logical places. I uploaded all these readable files to my server. is this what you meant?

Is is a functioning database that you can view in phpMyAdmin? If not, then you haven't restored the db correctly.
