phpBB 2.21 > vB 3.6 - Working fine, only 1 admin though?

So I've just converted my phpbb forum to vB. I've got everything working, allthe users were banned at first so I changed them to standard "registered users' and everything was hunkydory. Until I added another admin. He doesn't have admin powers, only mod powers over the whole forum. His user profile looks exactly the same as the other admin which works.....


Any idea what's wrong with it?

Have you set them up in the vBulletin config to be a super admin ?
