Hi all i hope you can help i have edited the config php and installed the upload file but still no forum any help would be great please

What exactly are you trying to do? An upgrade or clean install?

What will help is if you unzip the files and read the "readme.html" or "readme.txt" file which will give you step-by-step instructions on what to do.
If you get stuck on any of those steps then post back here and people will help you with specific problems :)

You shouldn't have to install PHP - this should be a service provided by your webhosting company. Check what features you have with your hosting package - 99.99% of accounts nowadays provide PHP.
Who are you hosted with?

^ As said above, you shouldn't need to install php.
Have you gone to http://www.YOURSITE.com/forum/install/install.php to run the install script? Have you changed the config.php file to match your mySQL settings?

my hosting company is streamline.net
i have uploaded the upload file via ftp is there anything else i am missing all i get on my web page is please upload an index file

You should have uploaded to your www space all the files in the vB upload folder. Then you amend the config file to inform it where your MySQL database is, and what the username and passwords are. Then you run the install file by pointing your browser at it.
Simple really... sounds as though you haven't followed the instructions correctly.
