Backup your sql / files from 3.5.1

Download the 3.6.0 .zip file.
Update the config.php file from 3.6.0

Upload the 3.6.0 files to your server

Run the upgrade.php script.

This script will take you through each upgrade step. Until you have completed to 3.6.0

you say to update the config file. can we just download the current one then overwrite the one we uploaded that comes in the zip file with the old one?

It is always best to use the config.php.new from the zip file - of the version you are installing.
