how ican fix the problem

The arabic language is not 100% probably. Revert to engilsh and it should work fine.

The english language .xml is inside the vbulletin .zip file.
Put it inside the install/ directory and then go to the admincp > languages > import > and don't enter any details, only click on the import submit button.
