1. Upgrade MySQL server to 4.1.20 http://www.vbulletin.com/forum/showthread.php?t=186856
2. Upgrade PHP to 4.4.2 if you use phpadsnew make sure to update to phpadsnew 2.0.8 or higher to work with PHP 4.4.1/4.4.2
3. Edit /etc/my.cnf and place the following mysql server settings in /etc/my.cnf and restart mysql server afterwards

if mysql doesn't start after the new my.cnf you might be using a control panel which uses innodb so remove the bold line for skip-innodb and restart mysql

4. Install APC Cache lastest version from http://pecl.php.net/package/APC. Read install guide at http://www.vbulletin.com/forum/showthread.php?t=165367 - please remove Zend Optimizer from php.ini before installing APC Cache

VPS cpu load isn't it server wide so it includes usage by other VPS sites ?? ask your web host about this as well ask them how many VPS sites share the server and if they would put you on a less crowded VPS server

if you done those and still get unusually high loads with centOS linux, maybe ask web host to look at kernel update - read and point web host to http://www.vbulletin.com/forum/showthread.php?t=171071
