Is it possible to set the calendar so that Group A has a choice to see either Group A's events OR all events from all Groups and Group B has the ability to see either ONLY Group B's events or ALL events and Group C can choose as well.. etc. etc. etc?

No, that's not possible without code modification.
What you can do though is give each usergroup their own calendar, additionally to the public one.

Do you know if such modifications already exists (on vb.org?)
How would I go about giving each group their OWN calender. Would this be viewable by everyone or just by that group?

You can create a calendar just like a forum and give each usergroup permission to read the calendar and add / edit events.
I dont believe you can see the merge results of more than one calendar since each calendar is basically the same as a forum, where events are threads. You can see all the events in one calendar or all the events in another.

Yes, you can create them from admincp. :)
