can i set it so all THREADS have to be pre-approved before going public, but any reply to any thread can appear public without admin approval?

If you are talking about moderating all new threads, then yes it's quite possible.

All new threads can require approval, but all POSTS can go through automatically?

Yes that's considered as another option.

Each permission is handled separately. IE you can have threads require permissions and posts not require it, and you can have posts require it and threads not, and of course both as well.

Oh, and you can moderate attachments as well, leaving another option.
