Can vBulletin be setup to e-mail users when a new thread is started in a forum. I see that the user can subscribe to threads, but I would like them to be able to subscribe to the forum.

Users don't have that option, but as an Admin you can enrter a limited number of email addresses to get notification with every new post in a forum.

In vBulletin 3.5.4, a user can subscribe to a forum and get a daily or weekly digest of new and updated threads within that forum.

In the upcoming 3.6, they will be able to subscribe to get an automatic notification of all new threads and updates.
