mysql configuration

i am installing mysql for vbulletin on a dual xeon 3.0 2gb ram server, what is the configuration for vbulletin, i will run vbulletin forum and mysql only,
multifunctional database or transactional database or non-transactional database? and what should i choose character set, i will convert webwiz to vbulletin and my language is Turkish, should i choose utf-8 or other?

innodb or myisam ? i am installing on windows.

vB uses MyISAM tables expect for two tables that are HEAP.

Not sure about the character code question though.
