I own a reseller which I use to host people's (sub)domains.
I deleted several inactive accounts to free up space and bandwidth.
But it still won't allow me to create a new account even though the space and bandwidth are lower than the accounts I have deleted.

I've never delt with cpanel resellers as I'm always root. Double check that you don't have log files and that no one is over their quota period.

No one has has gone over their quota however my "Raw Access Log" is over 2gbs big and I only have 5gb.
I'm searching google for a way to delete it.

Either via the file manager or SSH just delete the log files.
You might want to request that after each time the statistic programs run that the raw access logs be deleted.

Well that's great. I can't find it in the file manager and I don't have access to SSH.
I'll have to contact my host and have them remove the log for me.

How can you be a reseller without ssh access?

Well I didn't do my research before I purchased the plan.
I got money for financial aid in college and most of the money went into my mom's bank account (I don't have one yet).
She gave me access to her paypal account and I went to town, so to speak.
I purchased a reseller that I thought was cheap, a domain name, and vBulletin.
My mom changed her paypal password and now I can't get back in.

How can you be a reseller without ssh access?Easy. $15 shared hosting accounts are getting bigger and bigger. Just get a 1 GB account and then divide it between 10 clients. Each gets a lovely big 100 mb account which you can re-sell for $10 a month.
Heck, with the new GMail set-up one could even act as a mail server provider. ;)

Umm, was it a reseller plan or just a plan that was labeled reseller?
Here is an example of what is a genuine reseller plan (http://www.servermatrix.com/products/details.html?id=2A091C1F8D18E2FE24FE7AFFDAFC634D). If you don't have a dedicated box then you should not resell as you have no way of knowing how much load the server will be under and as such can't guarantee your clients end useage abilities.
