downgrade 3.6.0b1 to 3.5.4

No, there's no way to downgrade vBulletin.
All you can do is revert to a database backup, and reupload the 3.5.4 files.

The simple answer is no, not unless you have a pre-upgrade backup you can restore. There are a lot of database changes between the two versions.
