ISPs use various methods to protect their users from unsolicited email (spam). Some of them use whitelisting to allow valid emails to get through. If a mail server uses a whitelist, mail from the listed addresses, domains, and/or IPs will always be allowed. Every ISP has different procedures in place for site owners to request whitelisting.
