Changing the upload type? (file/db)

I can't figure out how to change the attachment or upload or whatever style... either to a file or database... where are the settings for this?

Admin CP -> Attachments -> Attachment Storage Type

Admin CP -> Avatars -> Profile picture storage type (translating back from polish so it may be named a little bit different)
