You do know those could be forums from vBulletin 1.x and other stuff... after all, those are early forum numbers, not like the more recent ones who's numbers go into the 110+ range now.
The only unexplained non-permission errors that I know of are:

Hmm, if anything, the CMS would be in it's own directory--not in a file.

Not all those are forums. Some are categories I believe. Anyway, when vBulletin.com ran 3.6 for the first time, a bug resulted in showing all staff forums in the Forum Jump select menu. Although it was quickly fixed, the list was quite interesting. There was a staff spam forum, for the record. :D

Exactly. That's what I did... I kept track searching of the user's posts, and this came suddenly.

Well - this one - I assume it came because the user was banned somewhen I searched for his posts.
Also, the bug that sets the user's posts to a massive number, I believe a developer here assumed it was because of something similar.

I didn't say bugs were not found due to actions through banned users, I said that your assumption that many bugs come from banned users is not accurate. But don't worry about it. This bug is found and the staff is looking into it. As with every bug.
