Looks custom made. Shouldn't be too hard. And if you ask them if you can use their icons, you never know.

But I'd bet they won't do it if its custom.

In the actual forum, it's mostly a color scheme change and they've replaced some of the graphics and switched to an excruciatingly small font.

For the front end (Portal) page, that looks like vBAdvanced.
For the gallery, that looks like vBAdvanced Gallery.

The actual style won't be nearly as much work as creating all those pages and subpages and linking things up to look how you want.
