Can you please install mysqlreport as well from http://www.vbulletin.com/forum/showthread.php?t=175177 and post the output you get preferably before you try any of the below suggested changes.
1. Upgrade MySQL server to 4.0.26
2. Edit /etc/my.cnf and place the following mysql server settings in /etc/my.cnf and restart mysql server afterwards

3. Upgrade to vB 3.5.4 http://www.vbulletin.com/forum/showthread.php?t=176170 if you're on vB 3.5.x
4. If you just upgraded to vB 3.5.x try to disable these 4 options:
Admin CP -> vBulletin Options -> Forums Home Page Options -> Display Logged in Users?
Admin CP -> vBulletin Options -> Forum Display Options (forumdisplay) -> Show Users Browsing Forums
Admin CP -> vBulletin Options -> Thread Display Options -> Show Users Browsing Thread
Admin CP -> vBulletin Options -> Message Searching Options -> Automatic Similar Thread search

did you upgrade mysql 4.0.26 and vB 3.5.4 ?

we were having hardware problems with the server and it was closed, now we fixed the hardware problems. Upgraded the vB version to 3.5.4 but using cpanel and for 4.0.x it allows up to 4.0.25 and i couldnt upgrade to 4.0.26 and still having load problems. what should i do?

what were the hardware problems ? can't seem to load your site or phpinfo page....

there was a new mainboard on the server and it was not suitable with the ram that on it and was reseting the machine.
We fixed the problem after 3-4 days with problem the new ones has come. While upgrading kernel i had software problems so i installed the os again ,
now there is centos 4.2 on the server and installed Apc after your advice. phpinfo file addresses are here below,
but because its not able to i leaved the mysql as 4.0.25 cause cpanel not let me for 4.0.26. Should i install 4.1.x?

after installing eva operation system load was at %4-5. Its not effecting the page loading time but i think they are high, now giving the data after installing the os below, i will be apprediated if you help me about load problems. thanks for your help already now.

see the prob is still you're on centOS 4.2 + 2.6.9-22 buggy kernel... as your mysql loads are light and should have such high loads for cpu at all!
