Well im starting my forum in a bit, decided I would go with Vbullletin. My only question is what website maker (or host, same thing right?) should I get to start out. Obviously I wont need crazy amounts of bandwidth, My limit is 20 dollars a month so basically what is the best website maker I can get for 20 dollars a month? I would really appreciate any help. Thank You.

A website maker is not a host, a host does nothing to help make your website. You must do all the work to make the site, the host mearly provides you with the space and bandwidth to enable you to publish your site on the internet. Think of it like a stationary shop, they provide the paper, pens and ink but you must write the book yourself.
As to the host I'm not really sure I'm knowledgeable enough to help you make an informed decision. I suggest looking over at www.webhostingtalk.com for more information.

hmm, now im kinda confused. I understand you have to make the site yourself but what I meant as a website make was a place where it sells you the bandwith and space and provides you the tools to build you website such as homestead.com or small orange correct? Sorry just need clarifying. Thanks.

A host generally provides you with the tools to help create a website (PHP and MySQL are good examples) but they won't make the website for you. They just give you access to the required tools, and provide support if those tools do not work as expected or your website goes down for whatever reason.
Basically they host your site (publish it), they do not create it. Hope that helps a bit.

Try http://mini-host.com they offer unlimited MYSQL and FTP plus Cpanel.

is SJR a pretty good host? What about Go-Daddy? or Dreamworks. Jesus, why is go daddy and dreamworks so cheap???

Although I'm un-familiar with those hosts I'd recommend this forum for reviews, it's also worth putting any questions you have to potentials directly (sometimes a good test of their communication skills) and browsing their forums for signs of trouble..

Specifically, because it isn't possible. It's all about marketing. When non-hosting familiar users see unlimited, it looks appealing so they sign up not knowing what they're getting into.
There will never be an unlimited hard drive, just as there isn't unlimited bandwidth, or a step off, unlimited food/water. While there may be quite a bit available, it doesn't mean there is an unlimited amount.
