Are the upgrades typically feature upgrades or security upgrades?
In other words, would a person be prone to hacks or other security issues if he does not purchase the upgrade package each year?

Most of the time small verison nmumbers X.Y.0 to X.Y.1 would be a security / bug fix realease, which may contain a few new features.
X.0.Y to X.1.Y would be a feature release, and a bug fix release, it may also address security.
Its more than possible if you choose not to upgrade or patch that you could come under attack from an exploit.

Just to make sure you are aware, we also do release patches for versions for security fixes. But this is not the same as upgrading.

So to take the question to the extreme to be sure I understand: If a purchaser of vBulletin never pays the $30 after the first year for upgrades, he can still get patches that are put out to address discovered security issues?

Yes, however there may come a time when you'd be running such an old version that it would be unsupported.
