Just to clarify... the IPB 1.x series is free because of the license. It was free long before IPB 2.x was even in development. Hence, it was "free" when IPB became a commercial product. IPS never offered it for "free" just because it was outdated. However, even when IPB 1.x was "free," it was never legal to download anywhere but from IPS. Which basically means that it's no longer legal to run anymore, unless you truly did get it from IPS.
That said, the older versions of vBulletin cannot be made free, because of the license agreement. But honestly, why would you want them? It's not that they are bad, but they are most likely buggy, and use outdated, invalidated coding. Not to mention they aren't supported anymore.
And if you think it's crazy to pay $100+ for an online software package, you don't have to use pay for it. There are many other alternatives out there. Some free, some not.
