My forum won't turn off

I turned my forum off in the control panel however, I can still access the forums normally and it shows members as browsing the boards.

AS the administrator, you can always see the board as if it were turned on. Your members and guests will see it as off.

When a member tries to access a disabled board, they are still registered as being on your site. However all they can see is the message you specified as the "off" message.
