Able to modify look/feel?

I would like to switch to vbulletin from phpbb, but wondering if it is as configurable.. ie: I have a main/news page on my site (http://www.pwctoday.com/portal.php) that i'd like to update a little, but still be able to have something like it..

Also, we run advertisements along the left side of the forum page... am I able to add a table along the left, etc.. or is it not allowed?

Ok, just read a couple other posts that I didn't see last night that answered my question.

Vbulletin does not come with a front page portal. Everything is pretty template driven, so yes :)
