I am looking for a forum solution that is easy to maintain and add to in the future. So for me, a forum must be modular (much like osCommerce.)

Can you send me the index.php file for this working forum (http://www.vbulletin.com) please?

Nope. That will be a no go.

You will need to be a paying customer in order to access the index.php

Besides, the index.php alone wouldn't show anything about how a forum could be modular to suit your needs, as far as I'm aware.
