Portal style navigation retained??

I would like to retain portal style navigation throughout my complete site; IE keeping a small navigational column down the left-hand side of the page even whilst browsing through the forums. Is this possible with vBulletin? I see it does not happen on this site...

A couple of example links would be great. This heavily will influence my decision to buy.

It's possible either by using a Portal frontend and integrating that, or by adding a left sidebar. The sidebar would be a relatively simple template edit.

I currently use phpBB and cant find any portals that allow me to do this function easily; hence looking into the upgrade to vB. What portal do you suggest that will perform this function well with vB?
