Notice that phpBB is opensource (free) and the services which off IPB for free are only allowing the 1.3 and other older releases to be used freely, the new IPB is to be bought with each licence with each forum. Same as vBulletin, the host would need to get a licence for EVERY single forum they host. So buy it its better

That's true. Although a few hosts will say that their servers are "Optimised for vBulletin" or whatever forum software they chosse.

I don't think he wants vbulletin for free, I think he is looking for a place to host vbulletin forum for free. But sorry to say, that is like finding a needle in a hay stack.

With hosts going for less than $5/mon now, even a 15 year-old living on an allowance could afford it (wouldn't be an issue since vB costs money to get in the first place, where hosting prices isn't much of a factor).

That in itself is a red flag of the use of this inquiry.
