I buyed license number for vbulletin from my friend i buyed it for $20 he gave me the license number but he never gave me the log in username and password for the member area :( i only got the license number and the board (which is full license with the license number on it. so is that illegal? and he also gave ma the mods i wanted. He gave me the impex and some other mods to use it for the forum. So, is that illegal or legal?

I guess he not a friend. Should try get your $$ back or have all into transfered to you. If not, move on and purchase a license directly from Jelsoft.

Not much you can really do but charge back the original purchase. Thats why you should always buy from original makers aka Jelsoft.
