$impexconfig['target']['databasetype'] = 'mysql';
$impexconfig['target']['server'] = 'looksintl.net';
$impexconfig['target']['user'] = 'looks***';
$impexconfig['target']['password'] = '**********';
$impexconfig['target']['database'] = 'modifiedonline';
$impexconfig['target']['tableprefix'] = '';
vs my regular config file info which works fine
$config['Database']['dbtype'] = 'mysql';
$config['Database']['dbname'] = 'modifiedonline';
$config['Database']['tableprefix'] = '';
$config['MasterServer']['servername'] = 'looksintl.net';
$config['MasterServer']['username'] = 'looks***';
$config['MasterServer']['password'] = '***********';
passwords and login match but were withheld

I am not using table prefixes .... do I need to put a port or anything in this. I have used Impex on the older vBulletin and everything was fine.

Lets start from the begining, what exactly are you trying to import into your new vBulletin 3.5 installation?

I am changing servers.
Old server has version 3.0.7 of vBulletin
New server has a fresh install of version 3.5 Gold
The vBulletin and impex versions I just downloaded are the newest ones.
Would it be easier to upgrade the version on my old server and then telnet??? Or figure out why impex is being a pain?

Why don't you just move your database to the new server...?

No, but you can move the database, and run the upgrade script, which would be insanely easier.

so install the old version on the new server and run the script ... or just move the database to a temp area on the new server and upgrade from that?

Put your old 3.0.7 database on your new server. Then run the 3.5.0 upgrade script and it'll modify your old 3.0.7 database to the 3.5.0 database.
I know because that's exactly what I did ;)
