It is available...it's in your Members area along with the vBulletin software downloads.

having 3.0.x as a target is an option that hasn't been released yet, its done, just waiting for some bug fixes RE avatars.

i need the impex for 3.0.7 the one i downloaded from members area supports 3.0.9 only will the 3.0.9 target work for 3.0.7? thanks

It's likely that it will, though it is not designed for that or supported on 3.0.7.
