Serverload averages high - 7.05 9.20 9.31???

Hi my account got temporary disable because my server load averages were high... Right now they are 7.05 9.20 9.31 with 10 users... They've been as high as 15... I'm not really sure what they mean or how to get them down or what causes them to go up...

I was hosted on shared hosting but I'm upgrading to semi-dedicated...will this cause them to go down?

I added a few mods so I was wondering if this caused the constatn high loads too.

first chance you can get into your a/c try and grab as much info as asked at http://www.vbulletin.com/forum/showthread.php?t=70117 as really on shared hosting the load average is based on every shared site in total so it could be any factors or sites in combination causing the loads
