"Production" means a live forum (available to the public). You shouldn't install it on a production website, but you can if you want to.

Thanks Ajaspers for clarify. i want to buy a new license and open it as public live forum. i can put a notice that "this forum is in test process". i dont think there will be a big problem.

But firstly, let me play with 3.5 beta for a while in my local host.

It's not that you can't. We simply don't recommend it as it's not considered a stable release and is not supported.

I take it that you can't use the beta version of 3.5 without a licence to well beta test it then ?

If you bought a license then you bought the right to download every version coming out within one year.

You need a license to download 3.5.0 Beta. If you already have a license that is within the first year (or you have paid the $30 and are within that year) you can download VBulletin 3.5.0 :)

Since it is in beta we do not have extensive documentation on the features, however feel free to ask specific questions in the how do I forums.
