Need Help!!

I can't post or do anything in just about every forum here, says I have insuffient permissions..

Recently a Client of mine has purchased vbulletin and wants me to skin it. Ok have gone throught manuals etc, does anyone a have a fixed width template I can pick apart? I can't download any of them in the downloads section, and my client says he can't and he has bought the vbulletin.

any help will be greatly appreciated.
