Avatar Option for Users Disabled - I Know What You're Thinking

"Did you enable avatar upload in User Picture Options and Usergroup Manager?" The answer is YES I have but nothing is helping my members upload their custom avatar(s).
This happened after the upgrade to Beta 6 or 7. Old avatars are currently displayed underneath their usernames but they cannot upload new ones. The only option they have is "Do Not Use An Avatar", unfortunately.
But this is with vBulletin 3.05 installed January 2005! Is there a similar bug problem as there was with the Beta?
I help admin a gaming website that was upgraded from vBulletin 2.3 to vBulletin 3.05 earlier this year. I am not the licensee and do not have a "customer number" so cannot register to get help in the "vBulletin 3 Support." This belongs to website's server and they have their handfull with other concerns right now. I do have all admin privileges and permissions to make any changes whenever possible and needed.
All avatar options are "Yes" through the Admin panel. I checked and rechecked to make sure everything was "enabled" and "saved". But I am very new at this. I have been busy making some forum "face" changes to suit the site and have been reading all I can about the new vBulletin 3 to do so. But this is getting abit too deep for me to try alone without more expertise/help.
My site does not have a default avatar list to choose from. All avatars are custom set to 100x100. Many of the older members, who were registered before with the 2.3 vBulletin, have avatars that are up and can be changed at will. But since the upgrade, all newly registered are unable to do anything and I cant help them.
The same thing with older members who have come back, wanting to use avatars and cant. Their User CP "edit Avatar Option" is treated the same as the newbies.
