Moderators setting password

How can I permit a moderator of a child forum to change the password for that child forum only?

Our community has various committees. Each committee will have a separate forum area with 1of the child forums for members only. The committee chairman (or designated representative) should be able to change the password when ever one committee member drops out and then e-mail the new password to the remaining members.
