"Can Post" Option In Admin

I was editing a user in the admin area and I noticed that the "Can Post" option says that it overrides the user group options. But, with only the option of 'yes' or 'no' it seems that it, in fact, removes the power of the user groups. Shouldn't there also be an option (like 'default') which would determined if the user can post by checking which user group the user belongs to? Or, does the 'yes' or 'no' change based on what group they are a member of? And, if that is the case, will changing their group change the option even if the admin had previously manually changed it? I think I'm lost.

That option allows you to turn OFF overall posting privelidges. This option should be left on for all normal operations, unless you do not want the user to be able to post. I will try to clarify that in the text.
