Parse error while trying to import

Hi. I am importing my phpbb board to vBulletin. I'm getting this error now

Warning: Error parsing ./impex/ImpeExConfig.php on line 23 in /impex/index.php

This is what that line says:

extract(parse_ini_file($systempath . 'impex/ImpExConfig.php'), EXTR_SKIP); // use skip to prevent existing variables from being overwritten

What do I need to change? I had to submit a ticket earlier because some things were wrong in the config file when I tried installing vBulletin, and that was a simple fix. What do I need to do here?

There is some error in the ImpExConfig file.

I am Monicas friend trying to help her with this, does that mean that she has to have someone look at the file again? They fixed the config file because there where problems with it, so can it be that again?
