In a shared hosting environment, what is the maximum users online that is considered acceptable at peak times? I would say I have at least 20 people online at any time and it peaks to about 40. This includes members logged in and guests.

I would personally say you are still at shared hosting limits.
But you really need to look at the real users online, moreso than the guests.
Most guests are only reading. Members are posting, and using other functions of the board.
If you have 5 users logged in, they are going to post often, but not always.
The more users logged in, the more activity there will be on the forums.
At least one would assume.
If you have 5 users logged in at any given time, and 20 at peaks, you are well within the shared hosting limits.

Some providers limit concurrent database connections. In cases, this can be set as low as 15 but most of the time it's set higher or they simply monitor. It's always a good idea to ask a provider up front about this.
I have a forum in a shared enviorment. The current stats are: Currently Active Users (http://www.customtruckshowcase.com/forum/online.php?): 63 (21 members and 42 guests). Most users ever online was 178. Never once has my provider complained.
